The idea for the memorial plaque came from Ulrich Lange, a resident of Colorado in the USA, who was not present at the concert but had a special connection to Dresden and Joe Cocker. Having lived in the same neighborhood as the musician and shared the same Rotary club as Cocker's wife, Lange had fond memories of conversations about the Dresden concert. Cocker himself had remembered the concert well in 2002, even recalling the overwhelming turnout of 100,000 fans.

Upon a visit to Dresden in 2014, Lange noticed that there was nothing on the Cockerwiese to commemorate the iconic concert. Inspired by this realization, the idea for the memorial plaque was born, and the Rotary Club generously financed the project. Hartmut Helms, who had attended the concert, shared his enthusiasm for the event, noting that tickets were readily available at the time for a mere 14.95 Ostmark, along with five pfennigs as a culture tax.

The installation of the plaque was a moment of celebration and reflection for fans of Joe Cocker and music enthusiasts alike. Dresden's acting Mayor, Dirk Hilbert, fondly recalled the greatness of that night, and it was rare for a concert to be remembered so vividly more than two decades later. Andreas Sick, who was 38 years old at the time of the concert, reminisced about how easy it was to obtain tickets, simply purchasing his at the fence that afternoon. He still treasures the concert map and tour poster like precious artifacts, reminiscent of a time when Joe Cocker's music touched the hearts of many.
